Keychain not syncing?
I’m assuming you’re using it, but just in case, make sure you’ve also installed 1Password 7 for your Mac and turned on the extension in Safari (via the “Extensions” tab in Preferences). Even if your Safari extensions are up to date, temporarily turn them off to be sure they aren't affecting Safari in unexpected ways. Choose Safari Preferences, then click Extensions. To turn off an extension, deselect its checkbox. Test with a private window.

Make sure that your new device has the latest version of iOS and the latest version of macOS.

Then, make sure that your device is on a Wi-Fi or cellular network. If the connection appears strong, try these steps:
- Turn off iCloud Keychain on all devices.
- Turn on iCloud Keychain on the device that has the most up-to-date keychain items.
- Turn on iCloud Keychain on your other devices. They will be updated with your new iCloud Keychain.”

1password Not Appearing In Safari
I understand that you are seeing the suggested passwords in Safari, and you would like to stop this from showing up. I know it's important to have your Mac work in a way that is efficient for you, so I'm happy to help.
This feature is a combination of having Safari AutoFill and iCloud Keychain enabled on your Mac. To prevent this dialogue from showing up, you would have to stop using one or both of these features.
